THERE IS NO DEBT COUNSELLING PROCESS THAT CAN BE UNDERTAKEN WITHOUT THE INVOLVEMENT OF A DEBT COUNSELLOR!
The Placement or Removal of the Debt Review Flag is executed by a Debt Counsellor through an NCR integrated system named DHS (Debt Help System)
THE DEBT REVIEW APPLICATION ASSESSMENT& DHS UPDATE PROCESS
- Once the debt counsellor accepts your signed application for debt review (Form16), they update the DHS to notify the Credit Bureaus to place the debt review application notation/flag on your credit records.
- Depending on the outcome of the your financial circumstances assessment, the debt counsellor shall update the DHS system on whether the consumer is over-indebted or not over-indebted
- If the outcome is that the consumer is over-indebted , this information is relayed to the Credit Bureau through the DHS system to update the the consumer's credit record accordingly
- If outcome is that the consumer is not over-indebted, the information is relayed to the Credit bureau through the DHS system to remove the debt review application notation.
- When the consumer has settled all debts or has obtained a rescission court order, the debt counsellor shall update the DHS to relay the information to the credit bureau to remove the flag from the consumer credit record.
- If the consumer was placed under debt review without consent, any debt counsellor must be appointed to update the DHS in order for the Credit bureau to remove the debt review flag from the consumer's credit record.
A debt review flag placement or removal thereof can only be initiated by a Debt Counsellor through the DHS
Credit Bureau Debt Review Notation
The following types of notations are placed on your credit bureau report as per Debt Counsellor Instruction/or notification through the DHS

Consumer Applied for Debt Review - Means (Form 16 signed) Form 17.1 is Issued

Debt Review Process Commenced - Means debt counsellor is conducting assessment

Debt review process completed - consumer over indebted - Means debt counsellor has completed assessment and found you to be over-indebted (Form 17.2 is issued)

Formal debt restructuring through the courts has commenced

Formal debt restructuring is completed, and a court order granted
The removal of the notation on the credit bureau can only be initiated by the Debt Counsellor based on new/changed financial situation information or the outcome of a new assessment.
Regardless of what stage your debt review is; You are entitled to request new assessment from your current debt counsellor or appoint any debt counsellor to conduct the assessment and update the DHS accordingly.
